RNOSC Approves New Assembly Timelines in Push for Enhanced Institutional Efficiency

The Rwanda National Olympic and Sports Committee (RNOSC) convened its Annual Ordinary General Assembly on March 21, 2026, at the Kigali Serena Hotel, bringing together representatives from 34 National Sports Federations and key stakeholders to review progress and define strategic priorities for the year ahead.

The Rwanda National Olympic and Sports Committee (RNOSC) convened its Annual Ordinary General Assembly on March 21, 2026, at the Kigali Serena Hotel, bringing together representatives from 34 National Sports Federations and key stakeholders to review progress and define strategic priorities for the year ahead.

A central outcome of the Assembly was the approval of revised timelines for the Ordinary General Assembly, aligning them with the RNOSC fiscal year. The Assembly also approved an adjustment of the fiscal calendar, with the financial year set to begin in November of the preceding year and conclude at the end of October of the following year. This decision is expected to enhance institutional planning, improve reporting coherence, and strengthen overall governance efficiency.

In her opening remarks, RNOSC President, UMULINGA Alice, expressed appreciation to members and partners for their continued collaboration and emphasized the importance of collective engagement in shaping the Committee's direction. She highlighted the dual focus of reviewing past achievements and preparing for upcoming priorities, particularly in light of major international competitions on the horizon.

The Assembly reviewed the implementation status of resolutions adopted during the 2025 General Assembly, noting that 77% have been successfully implemented, with the remaining resolutions progressing. Members commended the progress made and approved the implementation report.

Key statutory and operational documents were also presented and approved, including the 2025 Annual Activities Report, which outlined competitions, international engagements, capacity-building initiatives, and Olympic Solidarity programmes delivered throughout the year. The 2025 Financial Report and the 2026 Budget were likewise approved, reflecting accountability in resource utilization and a forward-looking investment in priority programmes.

Further strengthening governance, the General Assembly reviewed and approved the 2025 Internal and External Audit Reports, which identified minor compliance considerations and provided recommendations to enhance operational effectiveness.

The Assembly also received and approved a comprehensive report on the 2025 edition of the Genocide Memorial Tournament (GMT). Following the presentation, members endorsed the reappointment of the current GMT Committee to oversee preparations and monitoring of the 2026 edition.

In line with governance reforms, members formally approved and signed the revised RNOSC Statutes, ensuring alignment with recommendations from the Rwanda Governance Board (RGB) and the International Olympic Committee (IOC).

To reinforce programme delivery, the Assembly approved the reinstatement of nine commissions alongside the National Olympic Academy. The commissions include: Athletes Commission; High Performance Commission (Chairperson: Mutokambali Moise); Olympism365 Commission (Chairperson: Fiona Ishimwe); Corporate Communications, Digital Engagement and Technology Commission; eSports Commission; Legal Affairs and Ethics Commission (Chairperson: Delphine Mukakarangwa); Gender Equality, Diversity and Inclusion Commission; Health, Medicine and Science Commission (Chairperson: Dr. Nuhu Assuman); and Marketing and Partnerships Commission.

These structures are expected to play a key role in advancing technical, administrative, and developmental priorities across the Olympic Movement in Rwanda.

Looking ahead, the Assembly reaffirmed its strategic focus on preparations for two major international events: the Glasgow 2026 Commonwealth Games and the Dakar 2026 Youth Olympic Games, both of which represent significant milestones for Rwanda's athletes and the broader sports ecosystem.

Closing the Assembly, the Director General of Sports Development at the Ministry of Sports, Mr. Gilbert Muvunyi Manier, expressed appreciation for the continued efforts of RNOSC and its members, and reaffirmed the Ministry's commitment to supporting the growth and development of sport in Rwanda.

The outcomes of the 2026 Ordinary General Assembly reflect a continued commitment to strengthening governance, enhancing performance, and advancing the role of sport as a driver of national development.
